He is probably referring to 3.1 which is still in Alpha stage of testing. For something so early in testing stages I highly recommend getting it directly from Mozilla.

Alpha builds won't be in the repos.
Giving software out in the repos means it would automatically upgrade everyone to the latest.
Go to Mozilla's site and have a looksies around.

I think it's mentioned in the second post that there is a PPA with firefox 3.1 around.

I checked that PPA and it only contains Firefox 3.0.4, not Firefox 3.1. Anywhere else to try?

Strange, I tried it on my laptop yesterday and it didn't show up. Today on my desktop, it does appear, and it installs, and runs very well. Thanks!
