One suggestion though: When a KP happens, dump to the X Window system if X is running (like a BSOD "Your device ran into a problem and needs to restart"), or dump to the console is X isn't running. Also, the blinking keyboard of death should be able to be turned on/off by the user. That way, the user knows that their system crashed while running X.

If the kernel panics then it's a lot deeper than the display manager. The core of the OS has had an issue. The kernel isn't the display manager so how xan it possibly do anything. Their will be no OS. It's dead and must be rebooted.
