Here is the latest instalment of Steam's Hardware Survey, as usual we do our monthly thing and compare it and talk about it and make sure you know not to use it as a hard figure.

After reading a few of the comments from your link, I'd wager its more along the lines of fewer linux users were surveyed. I dont recall having a popup window asking me to take the survey, on either windows or linux, ever. I always assumed they pulled that info monthly when you agree to participate.
You can have quality, price, or performance, but you can only choose two.
