For me Adblock Plus (0.7.1) w/Filterset.G (0.3.0.4) was causing the problem. When I disable Adblock Plus and restart Firefox, and everything is fine. If I figure out which filter is the problem, I will post it here.
Nothing happens for me when I do ctrl+F5 - no reload, no nothing. Maybe it's because I'm in xfce? F5 works normally but doesn't help.
I've tried clearing my cache and reloading, nothing changes.
Actually, your problem is most likely an issue with the browser version. If you "view source" on the page, do you see this, near the top:
<!-- CSS Stylesheet -->
<link rel="stylesheet" type="text/css" href="clientscript/vbulletin_css/style-0ad36814-00032.css" id="vbulletin_css" />

A hard refresh in Firefox is Shift+Refresh button. I don't know what the keycommand is for that, but it's not Ctrl+F5.
Edit: according to this, Ctrl+F5 should work (it's never done anything for me). It also lists Ctrl+Shift+R as an alternate keyboard shortcut, and that one seems to work.

I've also seen the adblock+ plus filterset issue. Removed, cleaned the cache and refreshed and I won't get blind now
