When you say "Gnome"...there's Unity (modified Gnome), gnome 3 (shell), gnome 3 (fallback), gnome 2 (classic)...which one? A screenshot, and someone can identify it.
In Unity/GNOME 3, applets are not implemented in the same way as in GNOME 2, so that is why trying to add applets does not work as in the older interface.

Looks to me like what I have in 11.10 logged in to Gnome Classic.
Try Alt+Right-Click or Super(Win)+Alt+Right-Click, in the panel.

To Move or Remove a Launcher from a Panel - not from the LaunchPad, on the left if you have one - with the cursor on the Icon of the Launcher you wish to alter, do the same Alt+Right-Mouse Button Press: then select the action you want, in the Drop-down Menu.
To save you asking, If you want to Edit a Launcher, Right-Click on it - without the 'Alt' - and select Properties.
