Visual effects Extra

I am wanting to make sure Visual effects extra is enabled for all users by default.

I have found the following commands that can be used as startup options etc

mectacity --replace
Turns effects off
compiz --replace
Turns on Normal
compiz.real --replace
Turn on Extra

Is it possible to manage turning on/off effects using gconf-editor instead of using scripts for the user profile ?
