Additionally, I did sudo su, sudo nvidia-settings, and had terminal/nvidia settings side by side, set performance, tried to save, with and without merge, and both resulted in these statements.
Does this, hint anything?

Ok things have changed with nvidia and drivers, what we need to do is add this to session "autostart::
I'm not sure what cinnamon calls it.
I named mine for an easy read "Nvidia Preformance"Code:nvidia-settings -a "[gpu:0]/GpuPowerMizerMode=1"
Would it not be # 4, and not 1 for the power mizer? (Curious) or am I incorrect? (Clarifying)

I did:
I did (copy paste) of what you suggested.Code:nvidia-settings -a "[gpu:0]/GpuPowerMizerMode=1"
It changed it via terminal instead of by mouse from adaptive to performance. Cool.
Rebooted: And back to adaptive.
I'm uncertain how to auto force it at boot etc or equivalent. Basically we're getting "somewhere" but not the destination yet.

You missed the most important part It needs to be in " startup applications" is that in your menu?
I feel dense,
Where do I start the procedure of nvidia-settings -a "[gpu:0]/GpuPowerMizerMode=1" --- for the startup? Where does this get entered, or ? I'm at a bit of a loss, as i'm unsure where to place it.
