URL in author of QUOTE?

I would like to quote from web, where author of quotation can be link (URL),
Debian User Forums have such feature.
Why is it not working here?

Different forum software.
But even if we could do it here, I'd expect we'd probably turn it off as that feels like a spam abuse problem waiting to happen.

Thank you for your answer. (I have thought that both are phpBB at core.)
I do no think, that it can do more spam than standard URL pseudo-tag. But I can circumvent it, even in quite uglier way.
