Are you using DSL Modem? Is it on NAT? Have you enabled Port forwarding on modem for port 8080 ?

The search command for your need would be, open a terminal and type
find / -name ocs-iso
This would search for "ocs-iso" in root partition.
Try Knoppix STD http://www.knoppix-std.org/ its a Live CD Security tools distribution, if it works then maybe you don't need to patch.
Try googling for some online bandwidth speed testing services and see if it reports similar stats.
"gksu" and typing nautilus at the prompt works for me; Nice for 'terminal fearing' people.

I dont see any share except printers and print$ are these the only shares you want to configure, run this command
testparmon your ubuntu machine, and see if it list your shares or display any...
