One thing to keep in mind - most telephone companies are only required to guarantee 9600bps on their lines. Perhaps the problem is with the phone company.
I have not even thought about dialup in years.

Did you burn a CD from the Ubuntu ISO? You will need to boot to the CD to be able to install Ubuntu on your system for a dual boot configuration.
Just go to the Ubuntu Software Center and install Wine from there. It will install all dependencies as well.
I know this doesn't answer your question. Have you considered using Wine to run your Microsoft Office installation on Ubuntu?
