How do I change the window theme?

I just did a clean install of Ubuntu 14.04 LTS 64 bit.
I used to change it in ubuntu-tweak, the PPA does not support 14.04.
Neither does the PPA for unsettings.

Workplace switcher: System Settings > Appearance > Behavior tab > click on "Enable workspaces"

I have been using BleachBit for years. I find it trouble free once you get it properly set up.

Edit: I just installed and used it on 14.04, it recovered 500+ meg. Not seeing any side effects.

I've been updating 14.04 throughout the dev cycle and found it amazingly stable. However, in the 2-3 days prior to the official release some things started to go wrong, in particular window theming became erratic. Some themes would take, others would not. Some themes gave me blurry text in the unity top panel, others would not. I think my issues may be similar to yours, so I can only suggest that some of these 'peripheral matters' such as theming have yet to catch up to the rest of 14.04. From what I've seen, Radiance and Ambiance are the only two themes supposed to work "outta da box"... but I have my doubts.

Edit: But to speficially answer your question, gnome-tweak-tool and/or unity-tweak-tool are used to modify theming... among other things.
