Since it doesn't sound like you can run 12.04 (Im probably wrong) maybe you should think of installing something else. From what I understand if the machine can't run a live cd without much trouble...

There are loads of videos on this I'm sure. I had the same problem coming from windows and was, like you wondering what to program in. But for the most part I just use the terminal for C++.
