FGLRX with Radeon 9700, low graphics mode

Hi

I have a radeon 9700 pro agp. I have a Ubuntu 8.10 installed on my machine and cannot get the proprietry drivers to work. when i open the hardware drivers manager it does not pick anything up. And when I install the fglrx drivers via synaptic, it restarts in low graphics mode.
I have not installed the 8.11 drivers from the ATI website that have just been released because in the past I have had bad experiences when doing this.
I have looked through quite a few posts but none that answered my specific problem.
Most are related to ATI not supporting their cards anymore but since mine is newer than 9500 it should be fine, google has not helped me either.
If someone could confirm whether this is a bug or something related my system that would be great.

Try to get the driver to work by using the Catalyst 8-11 driver in the Ubuntu proposed repo. https://wiki.ubuntu.com/Testing/EnableProposed
