New to reporting issues with ubuntu so please let me know if I have left out needed information.
Ubuntu 8.10 - Wubi installed
NVidia accelerated graphics driver Version 173
I apologise for the image coming out blurry. I believe the issue can still be seen as white space in the top half of the windows titlebar.
This appears to occur on all windows some of the time. But not necessaryly any of them all the time. I have not been able to track down any specific actions that cause it.
