im looking to have it display like this

Looks okay, if the text overlaps there isn't much you can do other than increasing the goto amounts to space things out further or reducing the font size to cope.
The N/A icon will not show for current day is you don't use startday=0, but that means you cannot have a range of days in one exec, you'd have to have indivdual days just like you have for CT...
In fact anywhere you have the startday=0 this can be omitted to get the current weather data rather than the forecast data for today if that makes sense....the forecast data for today through using startday=0 really is out of date as the actual current weather data got by having no startday at all is more suitable.
Something like below maybe..I have highlighted the changes in red. I have also removed quite a bit of unneccessary settings in my opinion. I haven't tested it but you should get the idea, might work as is, you never know

If you want that type of display you are going to have BIG problems with spacing.
1st: because spacing is critical to your setup use a mono font.
2nd: you will have to consider the use of "conditions" ie: "Sunny" is less space than: "Sever Thunderstorms". Works well in a vertical forecast but not to well in a horizontal one.
So if you drop the conditions line you can create the spacing with much more ease, since the "icons" will give you the "conditions" anyway.
See my example attached
On the left I have a large space for conditions text for today (Algo nublado - Some clouds)
On the right a 4 day forecast without the conditions text, the icons say enough about that.

Or you could use K's new creation gtk-desktop-info (see link in his sig)
it uses html to display output from plugins such as forecast, deluge, pidgin, exhaile, rhythmbox, tomboy, calendar
with html you have much greater control over display by using tables or floated divs.
