    place the theme folder in $HOME/.themes .

    it's .themes, not just themes, and the dot in front of it means that it's hidden, so you may have to show hidden files to get it. That folder may not exist initially, so you may have to create it.

    You could also install gnome-art from synaptic to do so automatically

    Drag the tar.gz package you downloaded to the panel and it will install
