What programs are good for customising ubuntu?

I have emerald and advanced desktop settings. The other night i seen a screenshot of a program with lots of customisation settings where you could choose which would be the default operating system on startup amongst other things. Does anybody know what this is called?

Aswell as that, i'm just wondering about other programs people use to customise their desktop and the look and feel of it and how everything works. I'm interested to see.

i use a custom install with tiling WMs like awesome or xmonad, sometimes put in openbox also. nitrogen/feh to set wallpapers. thats it.

about that customizing settins, i guess you could search in synaptic for "startup config" or something, i forgot its actual name

Try screenlets and awn -- not quite just utilities, but they look great.. Install the latest version of screenlets from http://www.getdeb.net

Oh, speaking of AWN, what other docks are there for ubuntu? The thing ididn't like about awn was that it didn't grow and have the normal dock effects. Is there not a verison of Rocketdock for windows that was made for ubuntu?
