I see this post is old, but it helped me - I am downloading webdepends right now.
My problem is I only have wireless here and cannot get my wireless card working. If I can download the .debs I need, they can be saved to a flash drive, then installed on my REAL computer.
I hope this works so I CAN get internet on my Ubuntu Desktop. Plus it's a huge beast that does not enjoy getting lugged around looking for a wired connection...

apt-offline can also download packages in windows.
