no more 2 users on hardy heron

I al just upagrating from Gutsy to Hardy herron.
For the moment a i have 2 acount on my computer MY, ROOT. But when i wanted to add one, adduser return that it is not possible!!

Is there any way to add user on ubuntu hardy heron???

How about System > Administration > Users and Groups > Unlock > Add User?
