I currently have 256mb of RAM and a 1.7GHz processor, and I plan on installing Ubuntu 8.04. Would Ubuntu still run fast on my PC?
And is Xubuntu really as ugly as I heard some folks say?

You should get the Ubuntu LiveCD and see if it'll even load up with 256MB of RAM. You might be just at the cusp there for Gnome. The processor is fast enough, and if you added some more memory then you wouldn't have any issues.
In general, Linux is fast enough for most people and their needs..

With that RAM, ubuntu might be bit slower. Perhaps upgrade RAM to atleast 512 MB if you wish to install ubuntu.
With 256 MB of RAM, xubuntu will perform better than ubuntu.
http://www.xfce-look.org should give you some idea how xubuntu can be made to look (awesome)
EDIT: You would need alternate CD ISO (not the regular desktop Live ISO) to successfully install with 256 MB ram.
xubuntu doesn't look bad at all
it's slightly similar to ubuntu's theme.
and it runs great so you shouldn't have any problems
Gutsy Gibbon and Hardy Heron both need a minimum of 384mb of ram according to documentation i read. Feisty Fawn and earlier would work with 256mb of ram. Use xubuntu.

To have tried both with a similar configuration I would say that XP and Ubuntu will run about the same speed at the beginning (they both would need more RAM). The big difference will or course be that on ubuntu you wont need anti spyware & anti virus. Your XP will become really slow really fast but ubuntu will stay about the same speed for a long time.
I never tried xubuntu but it seems not as bad as you say... may be xubuntu would be worth giving a try....
Don't try ubuntu 8.04 with this size of ram , may be it'll not boot at all. try xubuntu live cd first before installing.
