first install the dependencies (i'm assuming your are using Hardy 8.04)

    Code:
    sudo apt-get install libssh-2 libqt4-core libtorrent11 build-essential
then download the tarbal from the link in your post, open a terminal and do the following

    extract the tarball
    Code:
    tar xjf fatrat*
    enter the directory
    Code:
    cd fatrat*
now build the source, running each command one at a time
    Code:
    cmake . -DWITH_BITTORRENT=ON -DWITH_SFTP=ON -DWITH_JABBER=ON -DWITH_NLS=ON
    make
    sudo make install

The following will install libtorrent-dev using the ubuntu repositories (which is generally recommended).

    Code:
    sudo apt-get install libtorrent-dev
    Retry your cmake afterwards..

I agree with darcio53, you need to install libtorrent-rasterbar-dev package which is not in the hardy repo.
