I thought the philosophy of Ubuntu was that no updates were released for a stable distribution (except security ones). Does anything ever appear on hoary-updates?
If you check, for example, /var/lib/apt/lists/us.archive.ubuntu.com_ubuntu_dists_hoary-updates_main_binary-i386_Packages
Or whatever you have, it shows the ubuntu calendar stuff, and mozilla language packages. It is also supposed to have "[m]ajor bug fix updates"--non-security ones, I assume, that affect a lot of people.
