there is no +new topic button any where that I can see on any page and yes I'm logged in ( there is a menu option to log out)

Where on Discourse are you attempting to post a new thread ?
as a new user there you are limited in "trust level" while learning the site. All experience levels, however, are enabled in the "Help and Support" section.

    Discord is different from Discourse.

If you really mean Ubuntu Discourse,
    Go to the home page.
Look at the left side, very first category (NOT the right side)
Look for the "Start here" link. Click it.

    thanks for the Help

I would have never found that you need to start a topic in the help section instead of trying to post directly in the 'server' section. ( or any other)

Incidentally, we can get back to the Home page wherever we are by clicking the orange banner (Discourse) at the top right. I also find clicking the Latest tab to be useful.

I am weighing up writing a navigation script to navigate the new terrain. Also to understand the "rules of engagement". Rules of trust. And to refer back to old forum archives.

The new terrain may change a bit: Another project gathering steam is to reorganize the maze of categories into a much smaller and more useful set.

I don't find this at all helpful. Perhaps my browser (Brave, up to date) isn't loading some manifestation of the website design?

    I don't see but one category, there's no "post" action on the home page, in categories, beyond "Start here"... AND;
When I finally found the sole presentation of "ready to start a new topic" (or sim.) invitation at the very bottom of a category page, after thoughtfully considering what I needed to ask and formatting it to be helpful to others, I was denied the ability to post. "Thanks for playing!"

    I feel so valued.
Apparently "we're glad you're here" doesn't mean what I think it does.

Please check Discourse site settings, let people know they must be "qualified" (if so) to post and seek help, how that's accomplished, and whether you intend those of us seeking help the sole privilege of reading what has gone before rather than posting our own questions. Such would be fair warning.

By the time we're here seeking help, we're already frustrated and irritated at wasting our time. Thanks for the added consideration.

I truly don't think that the list of categories will ever stabilise and we should be looking at techniques such as vector database (Milvus) and concordance analysis. Has anyone ever settled on the structure of a hierarchical filing cabinet? So my research approach will be to leverage corpus linguistics tools. Has anyone considered integrating search tools such as Algolia.

Please be more specific about the problem you encountered.
You didn't provide the URLs of the page(s) with the problem, nor specify the problematic links on that page, nor provide a screenshot, nor exact error message, nor your Discourse username so we can look at the logs.
Get into the habit of providing sufficient, accurate detail about problems you encounter.
Lots of others have figured out how to post, so whatever problem you encountered is not universal.

Glad you feel valued. You are.

The list of top-level categories is envisioned to stabilize at around 5-7.
Discourse offers several methods of navigation, including a built-in search tool.
We don't get to decide on the appearance or structure of the Discourse main page, nor the Discourse add-ons installed, though we do have some influence.
