Support for Ubuntu 23.04 ended in 2023. Can be either a logical file system or physical hardware problem. Can't tell from the information provided. Probably best to just do a reinstall of a supported LTS release at this point. Of course, you'll want to boot from an ISO and copy all your data off before starting over. Please stay on supported releases.
Use a live USB to access the drive and backup your data. Then do a fresh install of a recent LTS release.

Your post is extremely uninformative as you do not even indicate if this is on a previously installed Ubuntu 23.04, whether you just installed it or if had been installed for some time and now fails to boot and if that were the case, what changes were made. Or are you trying to boot it from a 'live' DVD/USB to use it or install it? Don't install it if that was your intent, reasons given in posts above.
Wait, can you access the BIOS setup [F2 key]?
