Upgrade Blocked

Dear Friends,
I am trying to upgrade my computers to 24.04. It was easy and successful on my desktop, but I get the following error message on the laptop:
An error occurred, please run package manager from the right click menu or apt-get from a terminal to see what is wrong.
The error message was: Error: Marking the upgrade (E:Internal Error, pkgProblemResolver::ResolveByKeep is looping on package gnome-settings-daemon:amd64.)’. This usually means that your installed packages have unmet dependencies.
I am unable to do anything with this, evidently not sophisticated enough with commands to know how to proceed. Can someone help? Please.

Ooops. Before I saw your post I went ahead and restarted the computer. Aaargh! It won't start. Here are the error messages.

Gave up waiting for root file system device.  Common problems:
   -Boot args (cat/proc/cmdline)
      -Check root delay= (did the system wait long enough)
   -Missing modules (cat/ proc/modules; 1s /dev)

Not sure that needed to be in a code box but there is is. Entering help yields a long string of commands I know nothing about. Sorry. I tried running Ubunto in recovery mode and got the same results, after a lot of code I couldn't capture. I believe it is waiting plenty long enough, as there is substatial lag time before these messages appear.
Any hope?
