No Option to Upgrade from 23.10 to 24.04

I'm running 23.10 and running
>sudo apt dist-upgrade

Gives me

Calculating upgrade... Done
0 to upgrade, 0 to newly install, 0 to remove and 0 not to upgrade.

For upgrade to a new OS version, use sudo do-release-upgrade.

Upgrades using `apt upgrade` or `apt full-upgrade` stay within the same release.
