    TL;DR - Whatever kernel is newest (even an rcX) at "Kernel Freeze" on September 20th will ship with 24.10

    this seems because users want the latest and greatest. I do not know, yet for non LTS versions is more reasonable I guess.

    I think that this process started also from 24.04. Trying to update via synaptic I came across a hwe kernel.
