23.04 download freezes

I am running xubuntu 23.04 via upgrade path on my HP Pavilion laptop. Whenever I try to download ubuntu 23.04 ISO (so I can make a bootable flash drive), it completely freezes my laptop after a short while - I have to power off to get out. It does this whether I use the regular download or a torrent. Every time. Does 23.04 have some kind of a download bug?

What torrent client are you using?

I highly recommend qBittorrent; never once had an issue with downloads.

Are you on a wired or wireless connection?

I had the the same with a minimal Xubuntu.iso install, but the Desktop Xubuntu .iso installed just fine.
