What version of Ubuntu are you using? What application do you want that character to be printed in? What Language? What keyboard layout? All this is useful information. You can open the Help utility. On Ubuntu 20.04 it is a blue circle with a white question mark on it. Look for Tips & Tricks>Enter special characters>Compose key>Code points
I create this character @ by holding down Ctrl+Shift+U and then typing the Unicode of 0040 and when I release the keys @ appears. Crtl+Shift+U+40 will also do it. @
