Upgrade to 22.04 laptop hot on AC power

I recently updated my Dell XPS 15 7590 from Ubuntu MATE 20.04 LTS to Ubuntu MATE 22.04 LTS. One thing I have noticed is while on AC power, this is using a lot more power than it did before and the fans are running like crazy even when the CPU is completely idle, but on battery power the laptop sips power and runs nice and cool like it did before upgrading. I have read about setting the power profile in the plain vanilla (Unity) Ubuntu using the graphical manager, but I am running MATE and don't seem to have a menu option like this. (And it is not like you can just install unity-control-center and call it a day as there are conflicts with MATE.) Anyways I kind of like doing things from the command line and avoid GUIs. (I mean its Linux, I should have the right to eschew GUIs if I want.) Anybody can direct me to what I need to do to properly adjust the power profile for running on AC power as the old power management tricks I knew just don't work in this case?
