Searching in Net I found a hint to use “Software & Updates” utility, but looks kde installation has no this app....

I do not know for sure but try looking for something called "Software Sources."

Things most likely have changed in Kubuntu from 18.04 to 20.04.

I did not find any "Software Sources" in synaptic, apps menu or in System Settings
Do you mean all updates or do you wish to hold the version of just individual packages?
It is very unwise or potentially dangerous to stop all updates so give us more background.

Assuming you have muon package manager, you can use that to see the software sources.
Go to Settings -> Configure Software Sources and make4 the changes needed, but please be aware of my warning in the post above.
