Unless you are running a virtual machine: no, not on the same machine.

How do you intend to retrieve a log from one running OS by using another? SSH, perhaps? Run another OS and mount the drive the other OS is installed on?

I'm no expert, but have you considered using a live usb for your operating system, then mount the necessary partition(s) and access files from there? A live usb should give you access to you hard drive so you can find your files.

I have experiences total crash after running "sudo apt update" and was trying to
capture the outputs from repository instigating the crash.
But it seems futile to even try , so for now I am concentrating on fixing it.
I have found solution , but since my original post got closed, for oblivious lack of concerns , i am not going to pursue this any further.
I will only say the "closer" was correct - it was my fault for switching to 21.04 - 18 works flawlessly.
