    no power saving on login screen

    I have Ubuntu 20.04 on a ASRock 1165G7 NUC with 2 monitors and running the OEM kernel. If I'm logged into my account the system will properly go into power savings and blank and power off the monitors. However, if I logout the computer sits at the login screen and blanks the monitors after the timeout but does not power off the monitors.

    I can't find the setting to control powering off the monitors at the login screen.

    I don't think it would be a good idea to have such a feature.
    Sometimes boot and shut down can take quite a long time.
    (think of W10 updates).
    And in such cases display can tell useful information instead of :
    "Don't turn off your computer".
    You can use auto login for a dedicated user.

    logging in is a security issue. auto login is not allowed.
    Booting is under 10 seconds.
    I would never run W10.
