    One Desktop - Two Modes?

I currently run two desktops/two installs. One for when keyboard is attached and one for tablet use. I wish to run just one install and switch between the two desktop modes; I would need to be able to switch modes on the fly. A launcher of sorts. Configuration files seem to be spread through out the file system, this may be asking for too much. I don't know and could use some input.

Meanwhile back at the ranch I work on a compromise. Tablet mode is basically "dash to panel" plus "arc menu" which can be incorporated into the w/keyboard desktop.

    This looks promising

I can have both desktops in one system. I installed the extension and it works in 20.04.

    This be solved

I have created a new user for the tablet mode. I don't see any difference in speed of switching users the built in system user switch is just as fast, but it is nice to have a launcher in the panel. As usual this brings up the next question. How to sync two users.
