Make sure the system is fully updated by terminal commands:
    Code:
sudo apt update && sudo apt full-upgrade

So should we assume there were no errors reported and the system is fully updated?
If so please run 'gnome-software' in terminal and post back the error messages in full.

Also, in a terminal, please run and post output:-
    Code:
    snap-store
I think that gnome-software is called Software and snap-store is called Ubuntu Software.

Re: Ubuntu Software centre is not loading

Your output does not indicate a healthy snap-store.

    Please try;-
    Code:
    sudo snap refresh snap-store
Alternatively, to remove and re-install, please try:-
    Code:
    sudo snap remove snap-store
    Code:
    sudo snap install snap-store
