To listen to a file, a media player is more suitable. Audacity is an audio editor, and audio files are used in the context of an editing project. To a single project, you can add multiple audio tracks. If you want to work with an audio track independent of other audio tracks, then you open it in a separate project.
You are using the wrong program to make playlists on. There are many good media players on Ubuntu: do a searh through the Software.

You should be able to just open audacity and then open the Files program then drag and drop each song from the Files program into the audacity program
From there each song/track will have a mute option you can toggle on or off.

Once in a blue moon, I'm actually helpful.
You can also right click a file in the file manager and choose audacity to open it and then play it.
However, as others have suggested, this is not a very sensible use of your machine and there are many other audio players available, audacious, vlc, mpv, etc etc, and all of them have the ability to create or add tracks to playlists.

He may have meant playlist, not project, and audacious automatically creates a playlist even for a single track, but it's another good question to which we need an answer and holiday2 is the only person who can answer that.
However, the more I think about this the more I think he really did mean audacity, as he wrote.

The answer is - File ->Import ->Audio
This will create a new track in the current project.
