That's LTS. What are Kubuntu's future plans?

The ZFS option is not included with the 20.10 installer either.

Your link looks like it's incomplete. However, the first thing I did is search the kubuntuforums for 'ZFS', and unfortunately that results in 0 hits.

Of course they are not, they are user forums.

You'd be more likely to get a developer type question answered in a more developer centric place, such as an appropriate IRC channel, Ubuntu has the discourse forums where developers often answer questions, there may also be similar thing for Kubuntu.
