The camera should appear in Files when the cable is attached and be mountable. Otherwise you will have to remove the SD-card from the camera and insert it into the computer's card reader.
As mrdc76 said, you should have a USB cable that came with the camera. Connecting that should show an icon on your screen for the camera. If it doesn't automatically mount the camera, then click on the icon and choose "Open". That will get you to the contents of the camera. Create a folder on your desktop or use your "Pictures" folder to move the pics from the camera to your PC.
If you are using an SD card in the camera, then it is much quicker to get an SD card reader that plugs into a USB port on your computer and transfer the card from your camera to your card reader and then transfer the pics.
Thanks, I think my old cable isn't the right one even though it plugs into camera. Will buy new cable that works with Nikon D3500. I also used a SD card reader that works fine.
Some cameras can also use either bluetooth or wifi; check the camera manual.
I don't know if transferring photos that way retains the resolution etc etc, but it may do; I always remove the SD card from my camera as it's quicker and easier than finding the right cable as there are so many different end plug sizes, depending on the camera.

+1 w/ajgreeny: MUCH faster by removing the card.
As far as why the cable doesn't work: could be faulty cable or wrong one altogether. Some cables are only meany for charging the batteries and have no data communications whatsoever. I believe that that Nikon has a removable battery tho......
Got a new cable, it's working now. Problem solved.
