Is there or what program would I use to create blu-ray disks complete with custom menus?

Most people ask about decrypting and playing bluray with open source tools, not the other way around. Bluray is a proprietary format. Why would you want to make bluray disc anyway?

I have a bunch of videos that I want to create a blu-ray with to give it to a friend so they can watch it in there stand alone blu-ray player. There are windows programs that do it but we all know windows sucks. I have tried wine with them but no luck.
Xubuntu from dawn to dusk and beyond
Most, if not all blu-ray players will also play normal DVDs, I believe, so why not simply create a DVD?
