Unable to post to Hardware forum

I'm getting the following error

And yet it appears I can create a new thread in this forum

Also tried posting to the Multimedia forum and I get the same error.

I don't know why you can't post but someone will likely review this soon.

Regarding your issue... Don't waste your time. Intel dropped support for those chips years ago.
