Everything I open is being displayed partially off-screen

Hi, I've having trouble where every application I open up is being displayed partially off-screen.
I've posted some screenshots to show what I mean.
    Screenshot from 2020-08-11 17-47-42.jpgScreenshot from 2020-08-11 17-48-30.jpg
Trying to adjust the monitor display settings doesn't do anything either.
If I use hotkeys to bring the window back into view it clears up the problem temporarily for whatever it is I am using, but as soon as I reset or shut down the computer it comes back.
I didn't install or run anything new when it happened but ( doubt this is relevant but will add just in case ) I did move my computer to a new desk on the day it happened.

What hardware do you have, particularly the graphics card, and what resolution are you managing to run?

I assume this is on Ubuntu 20.04?

If monitor is connected with a VGA cable, suspect that: loose connection or cable failed.

Monitor does use a VGA cable, it's not loose, it is pretty old thought might pop down to the store tomorrow and get a new one to see if that helps.

Try creating another user. Does it have the same problem?

From screenshots, it looks like resolution is correct and the panels are still properly aligned to edge. I really doubt it's a cable issue.

Can you switch app docking area from left to right to see your windows?

You could try installing Gnome Flashback.

I can't seem to find that, I'm still on 16.04? might try upgrading though if you think that could help.

I tried logging in as a guest, no problem there only on my main account.
