Install the driver via cable connection
    Code:
    sudo apt-get install --reinstall git dkms build-essential linux-headers-$(uname -r)
    git clone https://github.com/tomaspinho/rtl8821ce
    cd rtl8821ce
    chmod +x dkms-install.sh
    chmod +x dkms-remove.sh
    sudo ./dkms-install.sh

praseodym, all commands you gave, worked perfectly. at end it asked for MOK key. I made an MOK key. then I rebooted. it gave 4-5 options. I chose boot, not enrol MOK. I must have been wrong. Now enrol MOK option does not come. can I do something?
I read and did MOK. I should have read it earlier. Now internet wifi works. Thanks a lot praseodym.

You can just disable Secure Boot.

Do you have Windows on that machine? If WiFi is switched off in Windows then it will not be switched on when Ubuntu loads.
