nearlyfreespeech.net is the cheapest for experts. $0.25/month. You pre-pay and upload the files. They handle patching, scaling, etc. for free. Start with $10 and you are probably covered for a few years, unless the site uses lots of bandwidth.

What is "best" is highly, highly, subjective.

There are billions of different types of websites. Which you need is determined by many considerations. Running a website means a commitment for a few hours weekly just for security needs. If you aren't prepared for that, pay someone else. Cheap hosting is usually cheap for a reason. Most don't path or update anything. Right now, there are millions of hacked websites.

I used 123ehost.com for years. They are still hosting my email and domain. You can build your own website and they will do the hosting for $50 yr. which should get you going. I used Kompozer for building my sites. Kompozer hasn't been kept up very good but you can download the exe version and run it in wine. Once your site is up and running you can move/import the site into any other development that you can afford, but I haven't used anything else. Kompozer may no longer run from the deb version due to dependencies. exe works ok.
