on 19.10 the onscreen keyboard appears in tablet mode on each input-field. after upgrade to 20.04 somebody has stolen the onscreen keyboard.
Please give it back.

no, that's not OK. The virtual Keyboard shout appear only in Tablet-Mode. That was the behavior in 19.10
