I keep checking the main ubuntu.com and releases.ubuntu.com and 20.04 has not been posted as officially released - is there a specific time? Related side question, will they release the 'minimal' disk image at the same time?
There is no specific time. From past experience, it can happen anytime during the day. Patience! I don't recall if the "minimal" disk image is usually released at the same time, but I suspect it is.

The release for today is for downloading and install, for system upgrade it usually waits till sometime in June. The beta version has been available and it updates to release version today or very soon after.
