Network problems aren't bugs.

Sounds like an issue with your download manager. I suggest you use torrents. The protocol also does the error checks for you

Your issue appears to be with a third-party Windows application. If there is a "bug", that is where it is. There is no way we can help you debug proprietary, closed-source software.
You will likely need to contact the developers of that software.
