Indeed, you don't. 11.04 is so old that the repositories have been removed. LTS releases of Ubuntu (16.04, 18.04, 20.04) get 5 years of support, interim releases (19.10 is the only interim release currently supported) only 9 months. 20.04 LTS will be released next week and may be your best option. If you're in a hurry, you can also try 19.10, the beta release of 20.04 or the previous LTS, 18.04.
