    Does ubuntu/kde offer this feature?

    So on windows when you have a tab open and you hover your mouse over it there is usually some functionality that comes up. Like for word/libreoffice it says recently open/created documents. In spotify (this may be different in linux though) they give you a pause button when you do that. - Does this functionality exist in KDE plasma 5/Ubunrtu 18.04?

    I don't get any response from hovering over a tab in LibreOffice Calc, but right-clicking the tab brings up a context-sensitive menu.

    I know you only inquired about ubuntu/kde behavior; however, my observation of Xubuntu behavior does indeed show drop-down full descriptions of the tabs representing running applications in the panel.
    It is something I never really thought anything about. It seems like Xubuntu offers quite a few small, but useful features.

    I think you should look at the Accessibility features.
