+1: The Ubuntu Startup Disk Creator works for me too in Lubuntu 18.04.x LTS (which is my main operating system).
So I can also recommend that you re-install it (install --reinstall) or maybe better purge & install
usb-creator-gtk which is the name of the program package (and executable module),

sudo apt purge usb-creator-gtk
sudo apt install usb-creator-gtk
and try again.
If there are still problems maybe you want to try something brand new: A new version of mkusb, which is very safe. It works well for
cloning all current versions of Ubuntu and Ubuntu community flavours to create live drives just like the Startup Disk Creator should do for you.
mkusb-plug
It uses a plug-in method to make it really safe to identify the correct target device.
mkusb-plug can also create persistent live drives of 19.10 and newer versions (e.g. 20.04 LTS which will be relieased in April). But if you want a persistent live drive of 18.04.x LTS, you had better use mkusb version 12 alias mkusb-dus.
