    I have to press reset button twice for ubuntu to reboot or shutdown

    Ubuntu 18.04 Gnome DE

    The button in the taskbar. I click it once to restart or shutdown and the system acts like nothing happened then once I click it again, it immediately reboots or shuts down.

    Is there some log or report I can run to check what causes it to hang?

    Have you installed some theme?

    Yes I've got pop_os theme installed. (the pop_os repo that I had to add is not set as primary though so updates will pull from bionic repo as it should).

    I also have dash to panel and dash to dock gnome extensions installed. But the power bar remains on the default top panel/top bar.
